The consumer always DOES pay them. Sometimes the consumer is an individual and sometimes it is a company who is a consumer of foreign product for their supply chain who is paying but either way it's a consumer. Everyone on the supply chain being HIT with the choice means they are a consumer.
I consider only the end user to be the "consumer" in this context. You're expanding the definition beyond anything I've ever seen.

Bud, these tariff rate changes wastes countless hours of my team's time every week. I personally help manage these tariffs. Import COMPANIES have BUSINESSES as their consumers. That's how it works. It's not a goal post moving. You're not educated enough on it.
