We need a constitutional amendment creating an independent commission tasked with drawing fair congressional district maps. Having Congress create a department for this purpose isn’t enough because, as we’ve seen, SCOTUS can simply dismantle a department that they deem unconstitutional.

Good luck w Congress doing that. IMHO, what Congress should/could enact is to define rules for apportionment such that extreme gerrymandering is outlawed. Essential to that is an enforcement mechanism with fines and jail time. No ambiguities anywhere in it.
Forget maps and districting. We need multi-seat ranked choice voting for all seats in a state.

I’m not sure Congress is the authority to make maps. However, they should pass a law requiring some fairness/knowledge in the process. We had an independent commissioner. They did okay. First election we flipped into Democratic control, first time in nearly 40 years.
