Incentivizing corporations and the top earners is the exact formula that created our massive debt.

The rich now pay so little of their fair share that tax reduction for them amounts to no incentive.
Corporations currently use tax cuts not for R&D, raising wages, lowering prices, or sane environmental practices.
They raise executive pay, and make substantial stock buy-backs.
