How about raising corporate taxes on companies that DON'T pay at least $25 per hour? It seems fair, since they're costing us money for welfare and SNAP by underpaying workers.
Walmart is the biggest offender. They hire part-time workers and shuffle their schedules so they can't get a second job, then help them apply for Medicaid and SNAP. And guess where they spend those SNAP benefits?
We subsidize Walmart's ridiculous profits.
