A quick look online suggests this would need to be approved by Holyrood to be imposed on Scottish unis - any informed guesses at whether it might be?

I would guess not - the funding unis receive from SAAS and the funding council covers a decreasing % of the actual costs of educating home students, so anything that threatens the cross-subsidising by foreign tuition would strain the "no tuition fees in scotland" policy, which isn't going anywhere
