He's not going to attack Putin and Xi. He admires them.
That shows weakness of character but it's not the same as chickening out.
Chickening out means that you want to do something but don't. He doesn't want to.
He wants to be like them when he grows up.

A smart and effective TACO doesn't suddenly start supporting victims of genocidal wars or investing in foreign aid.
He'll start a war that he might actually win or successfully round up eleven million people in concentration camps.
He is as stupid as he looks, but he is fascist. As are the people around him and most of his voter base.
