What it does is it buys the Democrats time.

Eventually they will be forced to return and the map will pass. But the hope is that by buying more time, Dems can prepare for when it does pass.

Also stresses the urgency of the gerrymandering problem and hopefully strengthen blue states' resolve to move ahead. Hold their nose and just do it.
