A speed limit seems reasonable. Setting it at 15MPH seems quite silly, since human-powered bikes can easily exceed that even on flat roads.
For multi use paths 15 seems reasonable to me. Given the margin or error of most speed detection devices you could probably go 18mph but definitely not 20 MPH.
On a bike lane ? 25 ish? Bike lane with passing lane? Whatever your guardian angel allows.
