As best I can tell, NIAAA in all of 2025 has issued a total of three new R01s and zero new R21s. Do I have that right?

Yeah... so as far as I can tell, NIAAA has still only issued a total of THREE new R01s in all of 2025. Not sure that my persistence is going to help me here...
