When the workers own it, it's socialism. When the government does, it's communism.

Socialism is supposed to be when workers own the means of production. A co-op or a union in control of a company is socialist.
The government owning means of production is just nationalized industry, which can be utilized by any authoritarian regime regardless of their politics otherwise.
