Can someone explain why there were ICE agents at a political rally? Intimidation? Do they think that they will actually get deportable people there? I wouldn't think so.

Because installation of your own people is necessary for a 30 day "emergency" intervention, right? This is like what they did at the USIP. Charge the doors, install your own people even if there is no legal right to do so. Its harder to get them out.
