I'm pretty sure that state owned refineries do what the government tells them to do. I did not write anything about private companies.

I guess India was thinking only it's own interest, not the wider picture. But when You do that, You should be aware that You can be in a middle of a conflict sooner or later.
Looks like India has ordered state owned buyers to get oil from elsewhere, but it's not sure how long it will last.
