What's the consensus on these accounts that constantly crop up? Maybe I am cynical, but I always assume they are scammers. Usually, they claim to be from Gaza or somewhere in Africa, and they have posts about starving or other stuff. I mute them. Scammers?

True but many are scammers. Some even show unfamiliar/unheard of link names. Everyday I mute and/or block at least one. Then there are accounts with young, Asian, female profile pictures, several on golf courses-they're scammers as well.
