Okay, I just asked her and the difference is management vs. union staff. Managers and above had to come back full-time but some union staff still have arrangements.

Interesting. My partner (ED) was told at the time that she was REQUIRED to mandate EVERYONE back to the office. People work from home on an occasional basis when something comes up, but there are no more official arrangements.
