"mentally unstable" does a lot of heavy lifting. Many of the people in jail for violent crimes have impulse control problems but aren't insane in the legal sense and don't have a clinical diagnosis.

People with psychiatric disabilities are not more violent than the general population. They ARE more apt to be victims of violence than the general population.
