In Canada, a woman is murdered every 36 hours. Close to half the female population over 15 yrs of age has been raped. Convictions, like the NHL case, are rare.
How is that "very little to no crimes like this"? What will it take to matter? When it's your daughter?

People can trip over leashes, many of which are too long. Dog allergies are prevalent. Dogs bite; kids are at risk.
Should there be peanuts everywhere as well? Public safety should always take priority.
Pets are not people. They should be left at home when owners are shopping.

I have also seen pets in Canadian Tire and Home Depot. It's inappropriate and should be stopped.
