But the DC guard men they explicitly stated would not have the ability to arrest any ppl. The FBI/DCPD would & the Guardsmen were to be used (if) destructive protestor gather for crowd control only or as an extra assist if cops taking down ppl need someone to hand them a pair of cuffs or zip ties..
