My best guess is that an editor made the suggestion and whoever was in charge of making the change took it too literally, like when cake decorators write the instructions for the picture on the cake instead of drawing the picture.
Very serious story but also what on earth is going on with the headline? Stray dictation directly into the CMS? Stray chatbot prompt in the wrong place?
(interesting as well that it's suggesting a change away from the standard passive voice in relation to police use of force)
