Fear freezes and immobilizes. It renders people useless. How do you deal with it? In the context of an authoritarian movement...you use an intelligent application of anger.
When you are sufficiently and controllably angry, you are not frozen with fear. You are infused with an abundance of energy.
Of course it's a distraction. That doesn't mean they won't try to take this thing as far as they possibly can and prosecute.
