I'm not so sure about that. I've heard Homan, on multiple occasions, say that when they have more funding they'll be able to hire more "contractors".
My guess is that some of them are cops. The ones that cover their faces are more akin to Pinkertons.

I agree. But the act of refusing is not without consequences. Personally, if I were in their position, I'd refuse to be a part of this mission.
I hope that the ones who do refuse are the heroes. That would mean that good people prevailed.

I think they should all refuse and face the consequences. Most fascist dictatorships ships end when the military refuses to turn on their fellow country men and women.
