  1. My guess is that there are still some pretty red districts in Cali. SO if you're going to gerrymander and make sure the gerrymandered districts safely go your way, you might have to pack GOPers into a few remaining GOPer districts.

  3. “Savvy politics” that comes from media training most likely. It’s anticipating if he does less the left complains and if he does more the right and the entire MSM (following Murdoch’s lead) will accuse him of being to blame for whatever Rs do next. If he matches, well that’s just fair game.

  4. I would think it's to prevent the other GOP states from being all "hey, they're stealing four extra seats!" and retaliating even more when California has nowhere else to go.
