Why only 5 and not the 9 GOP seats in California?
There may be a legitimate explanation, but @governor.ca.gov needs to make it clear so people don't think he's just equaling Texas when he have a chance to exceed it.
I would think it's to prevent the other GOP states from being all "hey, they're stealing four extra seats!" and retaliating even more when California has nowhere else to go.

Dems will match what they steal. Going beyond that is not a good look.
