State Emergency Response Team Chief Ian Gadea-Guidicelli says that the facility is operated by the Division of Emergency Management, and that it's holding people under a 287(g) agreement. He attaches 9 such agreements to his declaration. None are with DEM.

NEW: Florida has filed its response, saying all people held at the Everglades detention camp are being held under a 287(g) agreement with ICE — but the documents they filed in court DO NOT include any such agreement with the Florida Division of Emergency Management, which is operating the facility.
The federal government and the state of Florida failed to produce legal agreements giving them authority to detain immigrants at Alligator Alcatraz, which continues to operate as an extrajudicial black site. Today is the deadline set in federal court for agreements to be shown.
