At bare minimum, dictators typically need to keep the military, the (secret) police, and at least key economic figures loyal to them, along with their friends and family.
Authoritarianism allows the few to oppress the many by carefully siting power, but the few are still >10% of the population.
The CCP is actually pretty cautious about mass protests. Generally speaking, if something ticks people off enough to inspire protests, the CCP does fix the problem, and then after a few months quietly arrests/disappears some "ringleaders."
COVID Zero was just the highest profile example of that.
Blocking at the first hint of bad vibes and reducing my political follows were clearly good choices.

Pretty good analogy, really. There wasn't a huge Gottardammerung of violence, but the fall of the Western Rome Empire largely meant the end of long-distance trade and infrastructure, and with it a general decline in quality of life. Like a centuries-long economic depression in effect.
I think it's been noted that at this time in Trump 1, everyone was hyping up Avenatti.
But yeah. Presidential campaign hype this far out is utterly pointless. We'll have at least a dozen more mini-cycles before things get serious.
