On the one hand, I'd say release the docs with victims' names redacted unless those victims give written ok to have unredacted.

How is it legal/Constitutional failure a Federal agency (FBI) to get involved in what is clearly a State (TX) issue? IF a person is accused of breaking a State's law & leaves that State, how can a Fed go & apprehend in another State even if that person has no charges or warrants?
