  1. The contracting companies have no incentive at all to meet deadlines. So they run up costs, take extra time to build things, etc. Case in point, I was on a software project that was very similar to one I previously did in the private sector. That one took maybe a year to design and launch

  2. Fed contracts are only paid by the bid on paper. If there are overruns in time/effort/materials/etc the gov pays out. Eg a software company bids to build a platform. If costs are run up before launch, the gov simply extends the contract
