  1. Yeah, a lot of this is hyperlocalized pockets of violence concentrated in a few cities. There's a particular problem with feral teens in D.C. because of the disjointed way in which prosecutions happen (teens at the city level - adults by the D.C. U.S. Attorney) and the insanely lenient laws.

  2. I don’t think it’s fictional and it exists concurrent with a drop in overall violent crime— overall violent crime is going down even as juvenile violent crime is going up.
