It's just devastating. In the absence of enough safe routes, more women and children will feel that they have no choice and risk lethal crossings to reunite with loved ones.
The risk of making family reunion harder, while not implementing safe routes*, means more people will bring their families on dangerous journeys, more women and children will be crammed onto small boats, and more people will die.
*caveat, they should not make it harder anyway
