That's because it isn't part of the US Constitution; but it IS part of the Ukrainian constitution. They knew how destabilizing russia could be, & they knew that during war many of their citizens would not be able to safely vote. Consider all the POWs, those in temporary occupation, in hospital etc.

IDIOT!! He still does not understand or respect the importance of a Constitution! Ukraine's Constitution says don't have Elections during war, bcuz not all of their Citizens would have access to Vote!! It would also easier during war for enemies to sow confusion & interfere w free, fair elections.
