"The new Versailles" in the sense that the Treaty of Versailles was an unsustainable short-term accord that set the stage for WWII to happen? Or in the sense that Versailles will always be associated with corrupt, out-of-touch imperial-minded autocracy?

Anchorage is a decadent monument to absolutist monarchy? Or a treaty stripping Weimar Germany of all its colonies, festering resentment in the population, making the system buckle under debt, ultimately leading to WW2? I don't get it.
