Socialised services, where taxes pay for things like healthcare and education: socialist government, where the state runs the means of production.

That’s not what socialist government is (and neither is this, this is fascism, literally).
Socialism is the arrangement of industry, resources and effort to meet the needs of the people rather than maximise profit. It can therefore be both welfare provision and regulation of industry.
