Based on our size and amount of service I think there is a case to be made that Baltimore has the best transit in the country among systems that are overwhelmingly last resort options for people of lower means. But it'd be nice to make the service good enough that it stops being only a last resort.
That would require building at least 2.5 more heavy rail lines, 1-2 light rails, and a few SEPTA/MBTA regional commuter lines though

The low hanging fruit is traffic signal preemption for the light rail and getting the Baltimore-DC Penn line up to 15-20 minute frequency all day.
