Based on our size and amount of service I think there is a case to be made that Baltimore has the best transit in the country among systems that are overwhelmingly last resort options for people of lower means. But it'd be nice to make the service good enough that it stops being only a last resort.

There are transit systems that people ride because it is convenient and efficient and transit systems that people ride because they have no other choice. Though I personally ride transit in Baltimore for the former reason, the majority of riders do so for the latter.
