Collins counts the votes and knows when it's safe for her to act "concerned" and the legislation will pass anyway. Murkowski is similar.
She only votes no when they don’t need her vote. I think Collins and Murkowski take turns voting no on shit bills. So they can both claim a few no votes later. this is only if one of their votes isn’t needed. Remember McCain’s courageous NO vote to repeal the ACA.
