Unfortunately,Trump believes that negotiation is a "zero sum" game where there has to be a winner and there has to be a loser. In his transactional world, Win-Win does not exist. His idea of negotiating is issuing extortion letters and demanding recipients pay tribute to avoid even further tariffs
