Of course housing costs are ridiculously high, I didn't say they weren't. That is the biggest issue. The homeless need to get off of drugs, and they need housing and an income. Many want to just keep their drugs. I know, I've talked to many.

Then they can give "non drug-addicted homeless" people a place to live, I'm all for that. But unfortunately many homeless need to get off of drugs and they just don't want to. They don't want to follow any rules. This is a huge problem. They are incapable of getting off drugs. That's the truth.
