I think the key point here is that it’s taken as punching down and it isn’t punching down because those places have additional representation in Congress which they use to actively spite whatever urban areas want for no other reason than that urban areas want them.
It’s also been my experience that most progressive urbanites don’t actively obsesses about rural places enough to make fun of them (unless they’re in the news for something ridiculous). Urban progressives mostly don’t even think about rural areas at all.
