I hope some lawyer has the sense to defend the arrestees and challenge this bullshit on fourth amendment grounds. If there's no RAS or PC for the stop, everything that happens subsequent to the stop is "fruit of the poison tree." Case closed. You're free to go.
Police have set up a checkpoint and appear to be stopping every single car on 14th st NW, between W+V, here in northwest DC. Some cars are being pulled over after being stopped.
