“These casinos have a different regulator that allows people to place bets on things prohibited under state law” is a far cry from “Betting on minors is almost always outlawed and states will never allow it.” States don’t need to allow it for those markets to exist.

Kalshi and PredictIt are just much gambling websites as Fanduel or Draftkings.

State laws also don’t allow betting on elections, and yet we have tons of online casinos doing exactly that. To the extent we don’t see betting on Little League, it’ll be because of lack of interest, not toothless regulations.
