Yeah some combination of militarized armed police who do not engage in patrol or investigatory work, specialized and professionalized investigators, and conscripted civil patrol and crowd control seems like maybe the best model.
The way it makes the most sense to me is having the highly militarized functions like SWAT and crowd control handled at the county level while having the civil, investigative, and administrative stuff handled municipally

County is way too far down tbh. County Sheriffs are some of the worst police when it comes to corruption, politics, and accountability.

I think you could fit national service conscription into this model both to feed people into the crowd control section and for administrative/civil patrol stuff with the latter specifically being offered as the alternative to actual military service
