Gendarmeries are a thing that don't have a direct equivalent in the US but we probably could use if only to have it absorb all of the SWAT teams and highly militarized police units both to cut down on budget and to put them in an institution that enforces real discipline

Yeah some combination of militarized armed police who do not engage in patrol or investigatory work, specialized and professionalized investigators, and conscripted civil patrol and crowd control seems like maybe the best model.

  1. The way it makes the most sense to me is having the highly militarized functions like SWAT and crowd control handled at the county level while having the civil, investigative, and administrative stuff handled municipally
