Also I think it's notable that authoritarian regimes essentially never use conscript soldiers for repression, even when they have mass conscription. It's always a specialized full-time career force, or a loyalist militia motivated by some social ties to the regime.

Yeah the real fundamental issue is that managing society's violent dysfunctions and sociopaths is very hard and maybe doesn't have a good solution.

Yeah some combination of militarized armed police who do not engage in patrol or investigatory work, specialized and professionalized investigators, and conscripted civil patrol and crowd control seems like maybe the best model.

That and you are (a) still usually asking volunteers and (b) getting guys with no training, meaning you are selecting for the most bloodthirsty psychos around.

Interesting, yeah, it seems like it's not truly police conscription, but you can do your mandatory army service in the police instead.
