If the electorate size was 40 million, then that 4% equates to over 1.5 million primed for violence. That is quite frightening considering the size of the UK and the ability of the emergency services to cope.

One could also imagine that having no returns agreement was planned to increase the pull factor into the UK. The sort of thing that could be used later to stoke anger within the electorate. A lever that a government could use to pull the UK out of the EHCR.

IMHO that 29% will not change much over the next few years. Sadly, there is a minority that will fanatically support our eu exit no matter the cost.
