Possibly. It’s hard to say. 36 states already have voter ID laws. Mail-in voting is used widely in both red and blue states. It could be a case where he’s ordering something that is either already happening or is utterly unwanted.

Correct! There are federal regulations, but elections are managed, directed, and funded almost solely at the local, county, and state levels. The feds primarily focus on regulating and governing candidates and campaigns. (Speaking simply.)

He could try, but you'll be relieved to know that very few federal dollars go to administering elections in the US, so he doesn't really have any funding to threaten. Elections are largely paid for through property and sales taxes and other local and state funds.
