There was no Commons vote, no Lords debate, no questions from backbenchers, no BBC explainer. And so, an entire economic and legal regime was ushered in without scrutiny, and without consent.
Independent media missed it too, because SIs fly under the radar unless watchdogs catch them early. And with no FOI transparency (because the government can claim “ongoing policy formulation”), journalists hit a wall.
