Indeed, this effect very much depends on the competitive domestic structure. I would assume you get some effect even if there are two or three domestic suppliers, if there are a lot of them, you won’t (that’s why I wrote may in the first tweet)
There’s another aspect: politics is the art of appealing to people. When the pendulum swings, many politicians will go along thinking that they have to - and where they disagree they will now softly disagree with a radically different baseline.
Because tariffs raise the price of the foreign goods domestic goods are competing with. If they become 15% more expensive, you can raise your price by 14% - and still be cheaper.

One of Trump’s goals was to move state financing from taxes to tariffs (both paid by the American people, but taxes usually require the rich to pay more). That will not work entirely, but given the tax cuts, it apparently suffices to make the us depend on tariff income.
