  10. There were many incredible innovations to come out of our peacekeeping experience in the Balkans (THTs!). Presence patrols were not one of them. It was Underpants Gnomes doctrine - Phase 1 - walk around. Phase 3 -peace & stability. Phase 2 - hadn't thought of that yet.
