Yes, yes it does. The simple fact of the matter is that this precedent- that you "don't want to alarm and upset people"- can be used to justify every form of bigotry under the son. A Londoner may be made uncomfortable seeing a yarmulke or a Muslim performing Salah.
The line of reasoning they are using reminds of the “ugly laws” of the 19th and 20th centuries targeted at the disabled…
