i'd think about in more in terms of loyalty tho - starmer's never really trusted the PLP & has quite a tight circle of people he'll listen to, this likley reflects that
so, bit of a boring take:
this isn't a turning point, nor is it the wheels falling off
reading between the lines at bit - the "phase two" talk suggests they get this isn't working
but the details of the reshuffle suggest they think the solution is to execute the current strategy better, rather than change strategy
