I presume water is being used as cooling? Why not make recovery via cooling tanks? etc compulsory. A large environmental tax on any coolant losses.

I've heard the extreme Christians are hell-bent on banning (when they have finished with the drag bars, gay marriages etc) all establishments like Hooters, strip clubs, brothels, online prostitution. That should control all immorality. Prison for adultery on the agenda. Sounds fun. Vote carefully.
